Devil's Line is based on the manga of the same name by Ryo Hanada. It follows college student Tsukasa Taira. Who has been trying to ignore the vampiric murders that have been occurring in her city. Vampires, when they taste human blood for the first time, lose control and become killing machines. It is like a narcotic and a sexual stimulant for them.
In the first episode she learns that her long time friend, Akimura, is a vampire and has been on a killing spree, thanks to Anzai of Squad F, the special police unit that apprehends vampires that lose control. Anzai, as we learn, is also a vampire. The dark circles under Anzai's eyes is reminiscent of Blood Lad, so we are going to pick this up and follow it.
